What is Sangai International University (SIU)?

Sangai International University (SIU) is a Private University established in Manipur State by Act No. 6 of 2015 and is notified under the list of Private Universities maintained by the University Grants Commission (UGC), New Delhi. It is a unique Public Private Partnership (PPP) model between the State of Manipur and Sangai International University, Bangalore, the first of its kind in the country. As per with Sangai International University Act, representatives of the Government of Manipur and University Grant Commission, Ministry of HRD, Government of India form part of the Senior Management of the University.

Is the University recognized by the Government?

Indian law allows for three types of universities: Central, State (both public and private) and Deemed. Central universities are established by an act of Parliament at the central level while state universities are set up through an act of the state legislature. Deemed universities (or deemed-to-be universities) are institutions which are not originally universities but are given this status by the Central Govt.

Sangai International University (SIU) will be established as a state private university under the Sangai International University Act, 2014 (No. 6 of 2015) and recognized by UGC in accordance with the provisions contained in section 2(f) of University Grant Commision Act, 1956 and empowered to award degrees in term of section 22 of UGC Act,1956.

Is Sangai International University rated by any accreditation agency (NAAC)?

Sangai International University will have to seek NAAC accreditation. Newly established universities become eligible for the NAAC accreditation only after graduating two batches.

What do you mean by External Students?

In accordance with section 2(j) of the Sangai International University Act, 2014 “External Student” means a private student who is registered at University for an award (Certificate, Diploma and Degree Programme) but study independently outside the University.

What is the difference between External Student and Distance Education Student?

There are many ways in which external Programme is different from Distance Education and it is important that you understand how it will work. In an External Student, a student is expected to study on his/her own using the Learning Resources provided by the University. A student does not have the benefit of a teacher for most part of the learning process, who can provide him/her with academic counseling.

As an External Programmes student, you should learn to value the skills you have acquired from your own personal and professional experience, such as the ability to reflect critically on what you see and hear; to look at issues or problems from more than one point of view; to structure and present an argument, emphasising the most persuasive and least contestable points; to adjudicate between conflicting opinions or versions of events; to make connections or to explore relations between disparate ideas.

Distance Education is allows learners to learn at their own place and pace. Two-way communication permits the students to contact the teachers through study centre. Well established class rooms, practical lab facilities, peer group interactions, mentor chats, counseling and advising sessions at Authorized Study Centers.

Will Sangai International University degrees be acceptable at other institutions in India and abroad?

All Sangai International University degrees will conform to UGC / government guidelines and will have complete legal validity both in India and abroad.

When during the year does the external Student Registration begin?

Sangai International University, Manipur register External (private) students are two times in a year at its Headquarter at Churachandpur, District Churachandpur, Manipur. Every year, the Calendar Session commences in February; Academic Session in August.

Where and how can I download the external Student Registration Form?

Students are advised to refer to the Regional/ National daily newspapers from time to time and also the University’s Directorate of Outreach (DO) website: www.sangaiinternationaluniversity.com for registration related announcements. Student Handbook and Registration Form can be obtained from the University Head Office or Application Collection Centers.

NOTE: Registration as an External student will be granted only to those candidates who fulfil the eligibility criteria.

Registration

What are some of the reasons that may lead to rejection of an application?

Applications shall be rejected without assigning any reasons for the following reasons.

  • Incomplete Registration Form.
  • Non-enclosure of eligibility qualifications proof.
  • Non-enclosure of Demand Draft or in case it is an outstation Demand Draft or Cheque / Cash
  • Documents enclosed are not attested by Notary Public.
What is Lateral Entry?

We offer Lateral Entry to students with managerial experience. In the Lateral Entry scheme, students have to appear and pass the first semester examination. Books of 1st semester will be supplied by the University and student will submit assignments to the university. For further details, please refer to the Handbook.

Can there be a refund of fees after registration or if a student withdraws from the programme?

Fee once paid is not refundable neither adjustable under any circumstances.

What are the documents to be enclosed as eligibility proof along with External Student Registration Form?

Student Registration Form has to be completely filled in. Applicant is advised to read the important instructions carefully before filling up the Student Registration Form. All the supporting documents (as specified in the Handbook / Checklist / Website) should be enclosed along with the Student Registration Form and should be attested by Notary Public.
Documents to be enclosed:

  • Programme fee demand draft drawn in favor of “Sangai International University” payable at “Pasighat” (Arunachal Pradesh) only will be considered. Note: For Programme fee (semester-wise) details are provided in the university website.
  • Xth Standard Certificates for age proof or birth certificate.
  • Educational proof certificates starting from Xth standard have to be enclosed for verification of eligibility criteria.
  • When a degree or diploma ‘provisional pass certificate’ is enclosed, it is advisable to enclose the mark sheets of all the three/four years, as the case may be.
  • Those who have not obtained the provisional/degree certificate are advised to enclose all three/four years pass mark sheets along with the programme completion certificate obtained from the principal/director of institution where last studied. Duly certified provisional certificate/degree certificate has to be forwarded within the stipulated period as laid down by the university.

Is there any provision to pursue more than one programme at a time?

There is no provision for pursuing more than one degree programme of Sangai International University at the same time.

What is Re-registration?

A student doing a programme as an External Student has to register himself/ herself for each semester to become eligible to appear for the University examinations. The terms ‘Fresh Registration’ and ‘Re-registration’ are explained below: –

  • Fresh Admission or Registration – New candidates seeking registration are required to fill up Fresh Admission or Registration Form.
  • Re-registration – existing students who get promoted to subsequent higher semesters have to Re-register at the beginning of a session and it is termed as Re-registration.

Re-registration to the higher semester is mandatory to become eligible to appear for the University term end examination for existing students.

Can a student register for two Semesters simultaneously?

Re-registration to two semesters simultaneously is not permitted.

What is Re-sitting?

If a student fails to clear any of the paper (s) or all subjects of a semester, he/ she has to re-appear for the relevant paper (s) or semester by applying and filling up the re-sitting form along with relevant examination fee. The form will be made available at least three months before the university examinations along with necessary instructions.

What is Re-admission?
  • If a student can not complete his/ her course within the maximum period stipulated, even though he/ she had re-registered earlier for all semesters, he/ she is permitted to apply for Re-admission using a maximum of 20 credits per session.
  • If a student has discontinued his programme without registering for one or more semesters with/without fee arrears (for earlier semesters), he/she is required to apply for semester-wise Re-admission for each session, starting from the earliest non-re-registered semester. Also, a student can apply for Readmission for programme(s) worth 4 credits in which he/ she has arrears from the previously Re-registered semesters.

The form should be complete in all respects and submitted along with necessary support documents and requisite fee. Incomplete application forms will not be considered for processing.

How to convert an External Student Registration into Regular Student Registration?

An External students may be allowed by the University to convert his / her registration into Full time regular registration and vice-versa. External students who have taken their term end examination can apply in prescribed form to Registrar, Sangai International University, Arunachal Pradesh. If seat is available, then allotted to the external student. In the Mid Term conversion is not possible.

What are the evaluation methods used for the External Students?

Evaluation of the performance of learners is one of the important components of any learning system. The Sangai International University evaluates the performance of its learners through Assignments, Project Works, Practical and Term-End Examinations.

The Comprehensive Continue Assessment of all subjects will be of 100 Marks. Out of this 30 marks are allocated for internal evaluation based on the progress made by the students. This evaluation is done on the basis of the Assignments of around 50 pages (Handwritten) prepared by them on a particular topic based on all the subjects studied by them. The Term-end Examination for the remaining 70 marks will be conducted at selected examination centres in all over India as per University’s policy.

The Term End Examination duration is of two hours and consists of 70 multiple choice questions (MCQ) of the objective type i.e. conducted on Bar Code enabled OMR Answer Sheets. Each question carries one mark. Computer-based test (CBT) – On Demand Examinations are also conducted for all subjects. Huge advantage for working professionals allowing them to prioritise their professional and learning needs.

What is on demand examination(ODE)?

The novel concept of ODE is a great step in the direction of flexibility to the education system. In this scheme of examination the students who have completed the period of minimum study hours and submitted all their assignments can now choose the date of examination as per their convenience and preparation and need not to wait for six months for term end examinations. This is a boon for the external learners particularly for those who are working somewhere and find it difficult to appear in all courses in one go for so many days continuously as per the schedule of the term end examinations.

At present, ODES is being conducted at SIU Headquarter at PASIGHAT and at its Territory Examination Centre.

What is the medium of examination and assignments?

All question paper and assignment in English only.

What is the Passing percentage?

A student should secure at least 50% aggregate marks in the Comprehensive Continue Assessment (Internal Assessment and Term End Examination) to pass a paper. Again, this may vary from program to program. Hence, students are advised to refer to the website at the time of admission.

As a general Principle, the Comprehensive Continue Assessment shall comprise the following components:

  • Internal Assessment: 30%
  • Term End Examination: 70%
What is meant by Internal Assessment (IA) Marks?

Students are advised to note that the IA pattern may vary from programme to programme. A student is required to submit assignments as prescribed against each subject. The faculty at the University will evaluate the assignments and assign marks based on the performance to each individual student.

Where will be my Examination Centre?

Examination Centre established or maintained or recognised by the University within or outside of the country under section 5(8) of the Sangai International University Act, 2012 (No. 07 of 2013) for the purposes of conducting examination for External students, who is registered with the University.

Sangai International University will conduct Examination only in the recognised Schools / Govt. Colleges and where more than 25 registered external Students or if the examination centre located more than 120 kilometers away from the nearest examination centre.

What is the procedure for Examination Centre (EC) Transfer?

The request for change of Examination Centre must reach the University prior to 45 days before starting Examination. Examination Centre transfer facility is available only for writing theory Examinations. The Examination Centre transfer from domestic to international or vice-versa is not permitted, as the Examinations Schedules differ. Following procedure has to be followed:

  • Submit Examination Centre Transfer application prior to the stipulated date.
  • Provide the valid reasons for the change along with the proof.
  • Enclose prescribed fee in the form of Demand Draft drawn in favour of ‘Sangai International University’’ payable at Pasighat.
What is the procedure to be followed in case of loss of Examination-related documents like Admit Card, Identity Card etc?

No student is permitted to enter the Examination Hall without the Admit Card and Identity Card. In case of any last minute loss of Admit Card, students can download the eAdmit Card available under Student Login in the website. If the Identity Card is lost, students can seek permission to write the examination with a valid photo identity proof e.g.Passport/Driving License/Voter ID Card/PAN Card. However, immediately after the examinations, students should apply and obtain a new ID card by submitting the appropriate application to the University.

What are the consequences of appearing in the Examinations without the Admit Card?

Students are not permitted to appear in the Examinations without the valid Admit Card. If it is found that any student has appeared in the examinations without the Admit Card, the result will be treated as NULL and VOID. A case will also be registered against the student for Malpractices for suitable action.

What is the procedure, if a mistake is committed while filling the Re-sitting Form?

Students are required to go through the necessary guidelines prior to filing the Re-sitting Form. Admit Cards will be issued as per the details filled in the Re-sitting Forms. Mistakes committed while filling the Re-sitting Forms should be immediately brought to the notice of the concerned Section of the University. However, the University reserves the right to accept or reject such requests.

What are the consequences of making a mistake in the Answer Sheet (e.g. Roll No. or Subject Code wrongly written)?

Students have to strictly adhere to the guidelines provided in the Question Papers/Answer Sheets. However, the students may forward a written representation about such mistakes committed giving full details. University at its discretion may accept or reject such requests.

What is to be done, when two Semester subjects clash in the Examinations time table?

The problem basically arises for students who have accumulated too many backlog papers. There is no provision for appearing in two different examination papers in the same Session on the same day. In all such cases, students are advised to apply and appear for only one paper. If found that any student has appeared in two papers simultaneously in the same Session, the result will be treated as NULL and VOID. A case will also be registered against the student under Malpractices for a suitable action.

Keeping in view of such problems of learners, the SIU has also brought out a more flexible and learner friendly scheme of“On–Demand Examination”. In this scheme of examination the students can now choose the date of examination as per their convenience and preparation and need not to wait for six months for term end examinations.

How do we apply for supplementary examinations?

There is no supplementary examination system, at present. However, term-end examinations are held twice a year for external students. The examination will be conducted at designated examination center (a neutral venue) twice a year. Tentative schedule of examination is as under:

  • Examination for the Calendar Session term-end examination will be held in the month of July.
  • Examination for the Academic Session term-end examination will be held in the month of January.

The exact date schedule will be published on the website prior to the commencement of the term-end examination. The students may apply in any of the sessions to become eligible to appear for backlog papers. However, students are advised to refer to the eligibility guidelines provided along with re-sitting form.

Keeping in view of such problems of learners, the SIU has also brought out a more flexible and learner friendly scheme of“On–Demand Examination”. In this scheme of examination the students can now choose the date of examination as per their convenience and preparation and need not to wait for six months for term end examinations.

“External Student” means a Private Student who is registered at Main Campus of the University for any certificate or diploma or degree programme, but study independently outside the University in accordance with section 2(1)(j) and 5(36) of the Sangai International University Act, 2012, provided they are eligible for admission under the Regulation;

Is Sangai International University recognized by UGC?

Sangai International University is maintained and recognized by UGC in accordance with the provisions contained in section 2(f) of University Grant Commision Act, 1956 and empowered to award degrees in term of section 22 of UGC Act,1956. The UGC will visit us formally only after starting operations to ensure that our programmes are compliant. The University Grants Commission (UGC), a statutory body of the Government of India established 1956 through an Act of Parliament, is the highest institution responsible for the coordination, determination and maintenance of standards of university education in India.

Is Sangai International University recognized by the AICTE?

As per law, established universities do not fall directly under the purview of the AICTE. The Sangai International University being a University is authorized to start and conduct new programmes/courses, without obtaining prior approval of the AICTE. However, for the purpose of ensuring coordinated and integrated development of technical education, and maintenance of standards, the AICTE may cause an inspection and render advice.

Which degrees will be offered by Sangai International University?

Sangai International University will offer Bachelor, Master, M.Phil. and Ph.D. Degree in the respective disciplines.

Are the programmes offered at Sangai International University accepted by the Government?

Yes, Sangai International University is empowered to award degree through the main campus as specified by the University Grants Commission(UGC) under section 22 of the UGC Act 1956. All degrees will have complete legal validity both in India and abroad.
Like any UGC recognized degree of any University in India, students passing out from Sangai International University are eligible to sit in examination like GATE, CAT, UPSC, GMAT, GRE, JRF etc. subject to fulfill the eligibility criteria of the concerned body.

Are the Sangai International University Industry Integrated Learning Programmes approved by the All India Council for Technical Education (AICTE)?

Sangai International University is empowered to start and conduct technical programmes without obtaining prior approval of the AICTE. However, for the purpose of ensuring coordinated and integrated development of technical education, and maintenance of standards, the AICTE may cause an inspection and render advice. Will the syllabus for any discipline at Sangai International University be different from other Universities?

In order to ensure that students are exposed to the most relevant topics and enable them to prepare for the future, Sangai International University will keep modifying the syllabi in tandem with industry and academic demands. Moreover, it will be our continuous endeavour to bridge the gap between the industry and academia by making them industry ready by giving them exposure to live industrial projects for employability.

Can students secure bank loan for pursuing studies at Sangai International University?

Yes, Sangai International University will extend all support for obtaining financial assistance from the banks.

Will Sangai International University have student exchange programs with reputed Universities abroad? What about credit exchange?

Sangai International University is in the process of collaborating with some excellent international Universities and institutions for Twinning Programs and Student Exchange Programs.

What is internship?

An internship is attachment to industry or on a project. Internships are a wonderful opportunity to gain hands-on experience and to learn more about the real-world applications of an academic discipline. Various faculties provide summer training and workshops on latest technology.

In case, I join the External programme of the University, is there any other payment other than the stipulated Registration Fee and Examination Fee that I need to make?

Yes, For each programme, the fees that are required to be paid will be stipulated in the Student Handbook for every Session. All payments are to be made in favour of the University Only. Is there Convocation at the end of the Programme?

Yes, Sangai International University holds convocation once in a year. The dates for the convocation are decided by the University. Usually, the convocation will be held between September and December every year. However, please note that due to the space constraints only selected external students, based on their merit position in the examination will be invited to attend the convocation.

What are the rules regarding change of programme?

Change of programme is normally not permitted.
